This item begins as a glob of cool silver-gray ectoplasm that must be held in a sealed container. During the attunement process the user touches the ectoplasm and thinks of an appearance. The ectoplasm harnesses these thoughts to program itself.
Once attuned the user applies the ectoplasm to their body, where it soaks into their flesh and disappears. As an action, while attuned, the user can activate the ectoplasm to cover themselves and alter their appearance to that which was programmed.
The changes are physical and permanent, until the user spends another action to deactivate it. They are also only cosmetic. They cannot change height, subtract weight, or create functioning organs or limbs. They can however make the user appear and feel as if they are a member of another species or gender (but without working bits... a penis that is created is either flaccid or hard at all times, for example).
A Second Skin cannot accurately replicate the appearance of another specific person. And every time it forms the second appearance there may be small changes.
The second skin can only store a single appearance. Breaking attunement resets the ectoplasm so a new appearance can be generated through the attunement process. Once attunement is broken a Second Skin cannot be attuned to again for 24 hours.
When the user spends their action to shift their appearance, either into the imagined appearance or back into their natural appearance they must roll 3d4. This determines the number of hours they must remain in their current appearance (though they can keep it indefinitely).
