The item is a Flask made of glass with a chain tied arround the top.

When you cast any spell of 2nd level or higher the flask produce a little bit of a thick blue substance that emmits a bit of light, after you cast the equivalent of 12 levels of spells, the flask produced enough substance to be filled, you can use an action to drink its content. The substance taste like blueberry and recover up to 4 levels of spellslots.
