In times long forgotten, the grand Archmage Algoseth forged and item of amazing power. It was a small mirror set in a frame decorated with hundreds of tiny jewels and mystic runes, attached to a strange metal alloy chain so that it might be worn around the neck. The item was his prized creation, and it took him most of his long life to create. With its special powers, he decimated all magic-users who sought to oppose him and abused its power to grant himself god-like abilities.
Algoseth would have dominated the world, had a brave group of warriors not confronted him in a climactic battle. The combat shook the heavens and made the gods cry, but in the end Algoseth was defeated. The mirror could not be destroyed or even damaged by any means, so it was sealed away in a pocket dimension forever.
As a bonus action, the holder of the mirror can use its magic to completely and utterly reverse and magnify the nature of any magical effect within 500 feet. The effect of the spell is instantly changed to its exact opposite and strengthened in power.
The DM may freely interpret the result.
For example, a spell that kills may now restore life, or a spell that confuses might make a person a genius. The owner may also use their reaction to use the same ability just after an opponent’s spell is cast, but before it would have taken its normal effect.
