This circlet stores 3 spells of any level cast into it, holding them until the attuned wearer uses them. However, it cannot store more than one 9th level spell.
Any creature can cast a spell of 1st through 9th level into the ring by touching the circlet as the spell is cast. The spell has no effect, other than to be stored in the circlet. If the circlet can't hold the spell, the spell is expended without effect.
While wearing this circlet, you can cast any spell stored in it. The spell uses the slot level, spell save DC, spell attack bonus, and spellcasting ability of the original caster, but is otherwise treated as if you cast the spell. The spell cast from the circlet is no longer stored in it, freeing up space.
While attuned to this circlet, you can telepathically speak to any creature you can see within 30 feet of you. You don’t need to share a language with the creature for it to understand your telepathic utterances, but the creature must be able to understand at least one language.
While attuned to this circlet you can cast the Command spell at first level without expending a spell slot. If you have a spell stored in this circlet, you may expend it to cast Command at the level of the expended spell.
