Wondrous Item, very rare (requires attunement by a Attunement by a Spell Caster)

A hexagonal crystal container with brass fittings and runes engraved into it. It glows with the power of pure distilled aether derived from an ancient Aetheric Distillery placed where two or more leylines meet. These Distilleries purified the essence of magic into these Capacitors for easy use. 

Spell Storage

Each Arcane Capacitor acts similarly to a spell scrolls and stores up to 9 charges in it. It may also be used to store specific spells in it and function as a spell scroll expending each charge to cast the spell stored inside. Once all the charges are spent to cast the spell stored in the item, the Capacitor remains even though it is empty. Casting a spell stored in the capacitor this way is one action.

Augmenting Aether

Alternatively if the user wants to cast a different spell or the Capacitor doesn't have a specific spell stored and has charges, as a bonus action, an attuned creature can use any number of charges in it to augment the next spell it casts this round. Each charge used counts as a single level of spell slot. These charges can be used instead of a creature's spell slots to cast or upcast a spell up to 9th level. If the charges are not used by the creature's next turn, the spent charges are lost.

Charging the Capacitor

Charging the capacitors is extremely difficult without the distillery as the magic from a normal spellcaster tends to be raw and unrefined. A creature attempting to charge a Capacitor must spend 1 hour and spend any number of spell slots in an attempt to charge it. At the end of the hour the creature must make a DC 25 Arcana check. On a successful Arcana check the Capacitor recharges 1 charge for every 2 slots spent this way. On a failure, the Capacitor recharges 0 and the spell slots are lost. If the caster wishes to store a specific spell this way, they must use twice the number of spell slots that spell requires. For example, if a caster wants to store the spell Cure Wounds (1st level) it requires them to expend at least 2 levels worth of spell slots to store 1 first level use of it.
