These arrows function like a spell of sending.
Whisper a short message of twenty-five words or less to the arrow and the name of its target (a creature you are already familiar with), then shoot the arrow to the heavens. The arrow will soar through the air to seek its target, and gently land at its feet. When the target creature picks up the arrow, the creature hears the message in its mind, recognizes you as the sender if it knows you, and can answer in a like manner immediately. The spell enables creatures with Intelligence scores of at least 1 to understand the meaning of your message.
You can send the message across any distance and even to other planes of existence, but if the target is on a different plane than you, there is a 5 percent chance that the message doesn't arrive.
One bundle contains 5 arrows, allowing communication with up to 5 different creatures at a time. The arrows can be used again if they are sent back by the target.
