This item appears to be a miniature metal anvil that is small enough to fit inside a pocket. After placing it in an unoccupied space and speaking the command word, it grows to a full sized anvil and is magically anchored to that spot (DC 25 to move), allowing for effective smithing. Smithing checks made upon the anvil when at full size and anchored are made at a +1 and reduce the required crafting time by 25%. Upon speaking the command word again, the anvil will un-anchor and return to its original diminutive size. If the user moves more than 100 ft from the full sized anvil the effect will end, returning the anvil to its smaller size.
At the user's choice, the anvil can also emit a localized silence effect for discrete use. Hammer strikes, as well as work and other mundane activities within a 5 foot radius of the anvil are muffled, and make no discernable noise. This effect only prevents sounds from being made, and does not silence outside noises from coming in. The effect does not impact verbal elements such as conversation or spellcasting, and does not negate spell effects in either direction.
Examples: Packing/unpacking supplies, footfall, the clinking of armor while moving, hissing steam, cutting wood or other similar actions within 5 feet of the anvil would be silenced. Humming a tune, carrying on a conversation, or speaking enchantments within the 5ft radius would be unimpacted by the effect. Any noises emanating from outside the area are heard normally by all.
