Aura of Necrosis. Xaz'gixos drains the energy of all around him. All living creatures that start their turn within 15 ft. of Xaz'gixos must at the start take a constitution save or take 1d6 necrotic damage. Xaz'gixos regains half the damage as hit points.

Magic Resistance. Xaz'gixos has advantage on saving throws against spells and other magical effects.

Spellcasting. Xaz'gixos is a 13th-level spellcaster. Its spellcasting ability is Intelligence (spell save DC 17, +9 to hit with spell attacks). It has the following wizard spells prepared:

Cantrips (at will): acid splash, chill touch, prestidigitation, toll the dead, mending

1st level (4 slots): false life, command, expeditious retreat

2nd level (3 slots): crown of madness, ray of enfeeblement, cloud of daggers

Actions

Multiattack. The Xaz'gixos makes two Necrotic Tendrils attacks.

Necrotic Tendrils. Melee Spell Attack: +9 to hit, reach 5 ft., one target. Hit: 15 (3d6 + 5) necrotic damage.

Draining Touch (3/Day). Melee Spell Attack: +9 to hit, reach 5 ft., one target. Hit: 15 (3d8 + 5) necrotic damage and gets disadvantage on either next attack, save or ability check (Xaz'gixos' choice).

Necrotic Sphere (5th-Level Spell; Requires a Spell Slot). The councilor chooses a point it can see within 60 feet of it. Each creature in a 10-foot-radius sphere centered on that point must make a DC 17 Dexterity saving throw. A creature takes 14 (4d6) cold damage and 14 (4d6) necrotic damage on a failed save, or half as much damage on a successful one. If the Xaz'gixos casts this spell using a spell slot of 6th level or higher, the cold damage or the necrotic damage (its choice) increases by 1d6 for each slot level above 5th. Xaz'gixos regains half the damage (from a single creature) as hit points.

Legendary Actions

The councilor can take 2 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The councilor regains spent legendary actions at the start of her turn.

Touch. The councilor makes one attack with its Necrotic Tendrils.

Draining Aura (Costs 2 Actions). Xaz'gixos channels negative energy into its Aura of Necrosis. Until the end of Xaz'gixos next turn, it heavily obscures sight in a 30-foot radius and lightly for an additional 30 feet. Any creature that starts its turn in the heavily obscured shadows must succeed on a DC 17 Constitution saving throw or be restrained until the end of the Xaz'gixos next turn, as their life energy is drained from them.

Description

Xaz'gixos is the highest ranking servant of Gekarvel Deranthis on the Material Plane.

His mission is to create a vessel for Deranthis, so that he can once more enter the Material Plane and unleash his vengeance upon the lands that overthrew his rule in ancient times.
