Ice Walk. The dragon can move across and climb icy surfaces without needing to make an ability check. Additionally, difficult terrain composed of ice or snow doesn't cost it extra movement.
Multiattack. The dragon makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +7 to hit, reach 10 ft., one target. Hit: 15 (2d10 + 4) piercing damage plus 4 (1d8) cold damage.
Claw. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 11 (2d6 + 4) slashing damage.
Cold Breath (Recharge 5–6). The dragon exhales an icy blast in a 30-foot cone. Each creature in that area must make a DC 15 Constitution saving throw, taking 45 (10d8) cold damage on a failed save, or half as much damage on a successful one.
Tail Whip. When hit by a melee attack within 5 feet, Cryovain uses his tail to deal damage. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) bludgeoning damage. The attacking creature makes a DEX Save DC 15. On fail they are knocked prone.
Cryovain can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time, and only at the end of another creature's turn. Spent legendary actions are regained at the start of each turn.
Detect (Costs 1 Action): The dragon makes a Wisdom (Perception) check.
Frost Blast (Costs 2 Actions): Cryovain must be on the ground. He blows his wings and blasts a cold breath at the ground at his feet, flying 15 feet into the air, invoking no attacks of opportunity. Any creature within 20 ft of Cryovain makes a DC 15 Strength save. On Fail they are pushed back 60 ft and knocked prone, taking (13) 2d6+6 Cold damage. On success they are pushed back 30 ft and NOT knocked prone, taking half damage . . If a creature is about to go off a cliff they can make a DC 10 Dex save to catch the ledge. If a creature hits a wall they take 1d6 Bludgeoning damage for every teen feet they moved.
The cold breath recreates a 20 ft square of ice on the ground, if there wasn’t any before.
Wing Attack (Costs 2 Actions): The dragon beats its wings. Each creature within 10 ft. of the dragon must succeed on a DC 17 Dexterity saving throw or take 13 (2d6 + 6) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Description
Cryovain is a large well-fed white dragon who’s roar echoes and bounces off the mountain walls. He has leathery blue and white skin and thick rough scales. His eyes look as If they contain certain icy death. Around his neck there is an old scared ring in his hide as if he once wore a collar of some kind.

I highly recommend making Cryovain somewhat stupid and brutish, not sly and tricky. Also, if you're planning doing the follow up adventures to DOIP, then I would tie in Cryovain by having him be somewhat of a pawn. Here's the background I found and wrote down for Cryovain and then adapted to he follow up adventures ...
Cryovain is a Legendary Young White Dragon who lived with his mate Isendraug in the fortress of Svardborg, which was perched on an iceberg in the Sea of Moving Ice. Frost Giants captured Svardborg and enslaved Cryovain, threatening to destroy Isendraug and their eggs. Cryovain was forced to be chained to the Giants’ warships and aid them in sea raids. The dragon took the first opportunity he could to escape and flew south laying claim to the Sword Mountains three months ago.
Typical of its kind, Cryovain is dim-witted and cruel. The dragon patrols the skies around Icespire Peak, surveying its territory while hunting for food and easy treasure. With each passing day, the dragon’s domain grows as it ranges farther across the land, preying on anything it can catch with its claws or freeze to death with its icy breath. Sightings of the dragon are becoming more common, as are its attacks.
Cryovain is unaware of this, but he was actually motivated to leave his mate and the Frost Giants by the magic of Chardansearavitriol the Ebondeath … a fearsome black dragon Dracolich Spirit who is trying to raise himself back to life. Ebondeath’s primary goal is to inhabit a powerful dragon and raise himself. Cryovain is one of his possibilities.
Ran this big boy last week to cap off Dragon's of Ice Spire Peak. Combat went about 6 rounds against 4x lvl 5 PCs, but they had to pull out all their stops. It was a high drama fight and a lot of fun. The tail whip reaction was very fun to use on the fighter. Thanks for this home-brew, we enjoyed it!
That's awesome! Hey 6 rounds is a long combat in 5E. lol. Glad you enjoyed it. If you're doing the follow up Storm Lord's Wrath campaign, be sure to check out my take on Gadrille, the Reef Reaver, the BBEG for that campaign. https://www.dndbeyond.com/monsters/4163037-gadrille-the-reef-reaver-evoker
Happy rolling!
