Frozen Madness. A creature that starts its turn within 240 feet of Zovaal must succeed on a DC 30 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to this ability for the next 24 hours.
Freezing Rebirth. When Zovaal is reduced to 0 hit points or killed, only his physical shell is destroyed. He will reform at a later point.
Frosty Regeneration. Zovaal regains 100 hit points at the start of his turn.
Chilling Focus. Zovaal deals double damage to objects and structures.
Magic Resistance. Zovaal has advantage on saving throws against spells and other magical effects.
Magic Weapons. Zovaal weapon attacks are magical.

Chilling Strick. Melee Weapon Attack: +24 to hit, reach 20 ft., one target. Hit: 246 (43d10 + 10) bludgeoning damage. If the target is a creature, it is grappled (escape DC 20). If the target is Huge or smaller, it is also restrained until this grapple ends. While grappling the target, Cthulhu has advantage on attack rolls against it. Each creature in a 60-foot radius around Cthulhu must make a DC 32 Constitution saving throw, taking 599 (109d10) thunder damage on a failed save and be deafened until the end of its next turn, or half as much and not deafened on a successful one. Each creature also has to make a DC 32 Wisdom saving throw, taking 599 (109d10) psychic damage on a failed save, or half as much damage on a successful one.

Description
Zovaal, now known as The Jailer, is a major antagonist in Warcraft franchise and a member of the Pantheon of Death, serving as the unseen overarching antagonist in World of Warcraft: Battle of Azeroth, the main antagonist of World of Warcraft: Shadowlands, and one of the main antagonists of the overarching series as a whole.
Once filling a vital role of overseeing eternal torment and imprisonment for the foulest of souls, The Jailer turned on his fellow Eternal Ones, forcing them to seal him away within his own realm. Pulling the strings behind the scenes, it was his plan to have Sylvanas Windrunner ascend to the position of Warchief of The Horde, thus, indirectly, making him responsible for all the atrocities the Banshee Queen committed, as well as ultimately revealing his plans in action over the course of decades in Azeroth.
Biography
One of the Eternal Ones, primordial entities of death, Zovaal once worked in harmony with his kin in providing an essential aspect of the cycle of life and death; the eternal imprisonment of the most twisted and irredeemable souls in existence.
However, eons ago, he betrayed the others, and sought to bring about a new age of death and darkness to the Shadowlands, and the worlds beyond.
Orchestrating a plot, he completely disrupted this cycle and brought drought and misery to the Shadowlands by stealing all the arriving souls, and in turn, their anima, the vital resource of the afterlife. He orchestrated the ascension of Sylvanas to the position of Warchief, leading to the destruction of Teldrasil, as well as the liberation of the Old God N'Zoth, and then the shattering of the veil itself.
Zovaal's ultimate goal is the complete unmaking of all of reality, and in turn, recreate it in his will, and subjugate all of creation to it.
Personality
The Jailer is a paragon of evil and malice. While he was originally in harmony with the rest of his kin, over time he would become full of hate and cruelty. Harboring an extreme drive to enslave and punish, Zovaal sees all of creation as a perversion of what he sees as a perfect universe, this being a universe where all life and death is bound to his will. Secretly responsible for a large number of the worst events in Azeroth's history, there is no deed too evil, no plan too reprehensible to achieve his goals. In the end, all will be unmade, and all life in the universe will end, and be born anew as slaves to Zovaal.
