Multi-attack. Universal Threat #112 makes 3 Greedy Tentacles attacks and then uses Spikey Tentacle twice.
Greedy Tentacles. Melee Weapon Attack: +12 to hit, reach Special., (12) Force damage. Greedy Tentacles attacks all targets, of Universal Threat #112's choosing, within 20 ft of it. This attack can't be given advantage or disadvantage. Whenever a creature is hit by Greedy Tentacles they must make a DC 12 Constitution saving throw with disadvantage. On a failure roll a d4 to see what they are afflicted with
- Stunned until Universal Threat #112's next turn
- Poisoned until Universal Threat #112's next turn
- Blinded until Universal Threat #112's next turn
- Paralyzed until Universal Threat #112's next turn

Giga Doom Slow Lightning. Recharge 5-6. Universal Threat #112 casts Lightning Bolt 6 times but if you pass a Saving Throw from a Lightning Bolt you take no damage instead of half damage. Using Inevitable End causes this ability to need a recharge.
Inevitable End. Recharge 6. Universal Threat #112 can target up to 12 creatures of its choosing within 1,000 feet of it and bring them to a demi-plane that is 120 feet long by 120 feet wide feet and 50 feet high. Universal Threat #112 gets to choose where everyone appears in the plane. This demi-plane can only be escaped in three ways. The first is that Universal Threat #112 is killed. The second is it is the only creature left. The third is a Wish spell, however after using a wish spell to escape, a wish spell can no help the creature escape again. In addition the wish spell can only be used to escape while inside the demi-plane or duplicate an 8th level spell or lower.
Strong Luck Surge. Recharge 5-6. Universal Threat #112 gains the benefits of the 9th level spell Foresight on itself, however this only lasts until the end of its turn.
Weak Luck Surge. Recharge 5-6. Universal Threat #112 gains the benefits of the 1st level spell Bless on itself, however this only lasts until the end of its turn.
Magic Negation. When a spell is cast within 100 feet of Universal Threat #112, it can instead cause the spell to instantly fail (he can do so after learning what the spell is but not after rolling any Saving Throws or if it hits). Doing this causes him pain. For each spell slot level he canceled, he takes 12 irreducible damage. Can not affect Cantrips.
Universal Threat #112 can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. Universal Threat #112 regains spent legendary actions at the start of its turn.

-
Elemental Bolt. Universal Threat #112 makes one elemental Bolt attack.

Description
This creature wants full control of the universe of DND. This creature's unique nature allows it to defeat the Gods, Demons, Devils, and Primordials with ease, but it has a weakness. That being the players. These creatures whose will is derived from a foreign dimension are anomalies and are the only things that can defeat Universal Threat #112. The players will need the help of the DM (another outer-versal being), lest they come in underleveled and underequipped.
Beware of provoking opportunity attacks as it can cast Greedy Tentacles and attack multiple people. For being such a powerful creature, its accuracy and damage is poor on most of it's attacks, but the number of attacks it makes is extreme. If it gets to attack low AC targets a lot of damage will be dealt. One other note is that the Wish spell can't make this problem go away. You'll have to get through that massive hit point pool that it has.
Although smart and wise, it believes itself unstoppable and will grab the whole party using Inevitable End. It may even grab some npcs if the DM is worried about the players dying.
This being really likes the number 12
This is the final edit, I swear!
