Cunning Action. As a bonus action, Xiao to dash, disengage and hide.

Shimmering. Have up to 4 actions. Have 550 Stagger Resist. Gain pierce and bludgeon Stagger resistance.

Nine Children of the Dragon. +1 all dice rolls. 
At the start of the round, inflict 2 Burn on all enemies.

Pu Lao. When 'Pu Lao' is active, all characters aren’t affected by any effect that increase or decrease dice rolls for the round. 
'Pu Lao' activates on the first round, and then activates every 2 rounds.

Reverse Scale. Every round, uses an action that deals Stagger damage to self but increase attack and damage rolls if fails to hit.
Stagger Resist is not fully recovered even if the character is restored from Stagger or a battle ends.

Ba Xia. Take no damage from Burn. When inflicted with a condition that isn't Burn, reduce the saving throw requirement by half. (Rounded down, does not go below 1)

Fervor. Offensive dice gain +1 at 5 rounds or above.

Force of a Wildfire. On a melee hit, inflict 1 Burn and 'Force of a Wildfire', a status that lasts 2 rounds.
If an enemy with 'Force of a Wildfire' is Staggered, inflict all other enemies with Burn equal to half of the amount of Burn that enemy had. (Rounded down)

Hugging Fire, Sitting on Brushwood. When targets hit by melee attacks from this character take Burn damage at the end of the round they were attacked, they also take Stagger damage equal to half of the Burn damage.

Violent Flame. Melee Weapon Attack: +15 to hit,attack two times, reach 5 ft., one target. On use: when using actions that inflict Burn this round, inflict 1 additional stack. First Hit: 1d5+3 slash damage, on hit: inflict 1 Burn. Second Hit: 1d4+3 pierce damage.

Rush Down. Melee Weapon Attack: +15 to hit, attack two times, reach 5 ft., one target. On use: offensive dices deal +1 damage for this round. First Hit: 1d4+3 bludgeon damage, reduce armor class of target by 2 for this die. Second damage: 1d4+3 pierce damage, on hit: inflict 1 Burn.

Fiery Dragon Slash. Melee Weapon Attack: +15 to hit, attack two times, reach 5 ft., one target. First Hit: 1d3+5 slash damage, on hit: inflict 2 Burn. Second damage: 1d4+3 pierce damage. On use: gain 1d3+4 temporary health. Gain a counterattack die where if the opponent miss to hit you, deal 1d4+3 slash damage and on hit: inflict 1 Burn (will continue to be used until hit or until start of user’s next turn).

Jiao Tu. Gain a counter die where if the damage taken from an attack is 1d3+6 or less, take no damage from it and deal stagger damage (will continue to be used until hit or until start of user’s next turn). Gain a counterattack die where if the opponent miss to hit you, deal 1d5+3 slash damage and on hit: inflict 1 Burn (will continue to be used until hit or until start of user’s next turn).

Bi An. On use1d3+6 temporary health. On use: 1d3+5 temporary health. Gain a counter die where if the damage taken from an attack is 1d5+3 or less, take no damage from it and deal stagger damage (will continue to be used until hit or until start of user’s next turn).

Chi Wen. Melee Weapon Attack: +15 to hit, attack two times, reach 5 ft., one target. On Use: take 10 less damage from Burn this round. On Use: If user has Burn, recover 4 HP and decrease damage taken by 2 next round. First Hit: 1d4+5 slash damage, on hit: inflict 3 Burn to each other. On Use: gain 1d2+6 temporary health. Second Hit: 1d4+5 bludgeon damage,on hit: inflict 3 Burn to each other.

Emotional Turbulence. Melee Weapon Attack: +15 to hit, attack two times, range 5ft., one target. On Use: all dice on this action gain +1 for every 2 rounds (up to 4). Ya Zi (3 round cooldown). Ranged Weapon Attack: +15 to hit, attack two times, range 120 ft. (40 ft. Cone), all targets in area. On Use: gain +2 to attack rolls, damage rolls, armor class, and saving throws next round. First Hit: 1d5+5 bludgeon damage, on hit: inflict 1 Burn. Second Hit: 1d5+4 bludgeon damage, on hit: inflict 1 Burn.

Tao Tie (3 round cooldown). Melee Weapon Attack: +15 to hit, range 40 ft. (40 ft. Sphere), all targets in area. Hit: 1d5+25 slash damage, on hit: inflict 8 Burn.

Legendary Actions

Xiao can take 3 legendary actions per turn. Only one legendary action can be used at a time and only at the end of another creature's turn.

Move. Xiao moves up to her speed without provoking opportunity attacks.
