Talos’s Storm Infusion. Zathraxis is considered both a dragon and an elemental. Difficult terrain caused by wind, storms, rubble, or magical effects does not affect her.
Living Storm Wings. Opportunity attacks against Zathraxis are made with disadvantage. When she flies, creatures within 15 feet take 14 (4d6) lightning or thunder damage (Zathraxis’s choice) at the start of their turn.
Aura of Battlefield Chaos. At the start of each creature’s turn within 60 feet, if it moved since the end of its last turn, it must succeed on a DC 25 Strength save or be pushed 10 feet in a random direction by violent wind.
Resonant Destruction. When Zathraxis deals thunder damage to a creature, she may immediately deal an additional 10 (3d6) force damage to a different creature within 20 feet of the original target.
Legendary Resistance (4/Day). If Zathraxis fails a saving throw, she can choose to succeed instead.
Unusual Nature. Zathraxis doesn’t require food or drink.
Multiattack. Zathraxis makes three attacks: one with her bite and two with her claws, or two claws and one tail attack.
Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target.
Hit: 34 (4d12 + 9) piercing damage plus 18 (4d8) thunder damage.
Claw. Melee Weapon Attack: +17 to hit, reach 10 ft., one target.
Hit: 26 (4d8 + 9) slashing damage.
Tail. Melee Weapon Attack: +17 to hit, reach 25 ft., one target.
Hit: 30 (4d10 + 9) bludgeoning damage; DC 25 Strength save or prone.
Breath Weapons (Recharge 5–6)
Zathraxis can use either breath weapon.
🌩️💥 Breath of the Shattered Sky (Special Thunder). Zathraxis unleashes a 120-foot cone of compressed stormforce, exploding outward in overlapping thunderclaps. DC 25 Constitution save. Failure: 99 (18d10) thunder damage and stunned until the end of the creature’s next turn. Success: Half damage, not stunned. Structures and objects in the area automatically take maximum damage.
⚡🌪️ Breath of the Tempest Surge. Zathraxis exhales a roaring wave of wind and lightning in a 90-foot cone. Creatures must make a DC 25 Strength save. Failure: 72 (16d8) lightning damage, pushed 40 feet, knocked prone. Success: Half damage, pushed 20 feet. Creatures pushed into solid objects take an additional 14 (4d6) bludgeoning damage.
Change Shape. Zathraxis magically transforms into any creature that is Medium or Small, while retaining her game statistics (other than its size). This transformation ends if Zathraxis is reduced to 0 hit points or uses a bonus action to end it.
Psychic Step. Zathraxis magically teleports to an unoccupied space she can see within 60 feet of her.
Zathraxis can take 3 legendary actions.
Thunder Snap. One creature within 120 feet takes 21 (6d6) thunder damage.
Storm Glide. Zathraxis moves up to half her flying speed without provoking opportunity attacks.
Crashing Convergence (Costs 2 Actions). Lightning strikes two creatures of Zathraxis’s choice within 60 feet. Each takes 27 (6d8) lightning damage.
Avatar of the Breaking Storm
When Zathraxis is reduced to 0 HP, the storm intensifies into a cataclysm.
She regains 300 HP, and the battlefield becomes Storm of Talos:

In the heart of a world-shattering hurricane, Zathraxis fought an elemental storm avatar for seven days without retreat. When the land finally broke apart beneath them, Talos infused her with his power — not as a servant, but as a living storm of war.
Her sapphire scales darkened to storm-blue, crackling with internal lightning. Her wings transformed into roiling clouds threaded with living lightning, constantly reshaping as she flies. Where she passes, thunder follows.
She does not rule skies.
