Homebrew Dragon Shifter Species Details
A Drag-on in plain sight
While many dragons would see humanity as a passing changing of seasons at best and murderers of dragonkind at worst, it would confuse many dragons to see one of their own joining the ranks of the other races. However, A Dragon Shifter can choose to relinquish their dragon form for many reasons. Some may do it as a form of punishment for crimes they have committed and spend lifetimes wandering, looking for redemption. Others may do it to escape being hunted by the very humanoids that wish to do them harm. And some may see the joy in mingling with humanoids and decide to take on a humanoid form to share in their happy moments and to live among them in a peaceful way.
Dragonic Bloodline
It is not to say that Dragon Shifters lose all their power upon taking a humanoid form and still retain some traits of their former lives, such as enhanced constitution, resistances to their natural elements, and their enhanced lifespans, which is similar to elves, as a Dragon Shifter can live over a thousand years. They still take pride in their dragonic nature and personality traits from their past can bleed into their lives as a shifter, from setting fire to the barkeeper for being late with their food to compulsively stealing objects that take their fancy, even if they don't necessarily realize that they are doing something out of possibly hundreds of years of habit. Dragon Shifters can come in many flavors, just like their alignments can range from peaceful and caring, evil and cunning, or anything in between.

Size: Your size is Medium.
Speed: Your base walking speed is 30 feet.
Darkvision: You can see in dim light within 60 feet of you as if it were bright light, and in darkness as if it were dim light. You cannot discern color in darkness, only shades of grey. Draconic Bloodline: As a Dragon Shifter, you still retain some of your dragonic traits. Depending on what type of dragon you were before shifting, you gain a breath weapon (See the Dragonborn breath weapon table for more), although, unlike a Dragonborn, instead of requiring a rest before you can reuse it, roll a D6 and if it rolls on a 6, you can reuse your breath weapon. This increases to a 1 or 6 at 13th level or a 1,3 or 6 at level 20. They can repeat the check at the start of their turn or during a rest. Also, the damage dice for your breath weapon are D8S instead of D6S, but follow the same damage ramp-up as Dragonborns. You also gain damage resistance of your former self (example: White Dragon means cold resistance, Red Dragon means fire resistance, etc).
Dragon Shifting: At 6th level, as an action, you can produce your former wings at an appropriate size and a flight speed of 60 feet and a tail. The tail can be used as an unarmed strike, dealing 1d6+strength modifier on hit. This transformation lasts for 1 + Your constitution modifier in minutes, or you can have them reseed back into you as a bonus action. Once you use the transformation, you cannot reuse it till a long rest.
At 13th level, when changing forms, you form scales over your body of your former self, granting you immunity to your chosen element and also granting you a 60-foot blindsight. Also, once per long rest, while changed, you can use Frightful Presence and make all enemies within 60 feet make a Wisdom saving throw equal to 8 + Charisma mod + Proficiency. On a failure, they become frightened for 1 minute and can repeat the save at the end of the turn, ending it on a success. If they succeed, they are immune to your Frightful Presence for 24 hours.
