The creature creates a binding contract with another willing participant, the piece of parchment glows and becomes two small unbreakable stones bound to the contracted creatures' pockets (when out of a 10ft range they reappear in the bound location).
If any of the participants has any intention to break the contract the other party receives an auditory warning and gains the ability to locate the contract breaker anywhere in a 5 mile radius.
At higher character levels this spell gains more uses:
At level 4 the wronged party gains the ability to demand compensation of up to a 50% worth of the contracted value, automatically transferring possessions of the contract breaker party through "official" means.
At level 8 the wronged party may demand restriction of the contract breaker party, causing the latter to become bound to the floor by ethereal chains (breakable with a DC 20 Str Check) that reduce their movement speed to 0 feet.
At level 16 the wronged party may demand servitude, causing the wrongful party to become bound in servitude, becoming unable to disobey direct orders (unless they imply increasing the debt or harm of self in any form) until their debt is paid (this effect is to be treated as a curse).
