icy tendrils shoot out of the caster's hand into the ground seeking out every creature in a 10ft radius around the caster that the caster specifies. specified targets must make a dex save and take 2d6 cold damage and are frozen in place causing ice flowers to bloom from the tendrils and restraining the target until the end of their next turn on a failed save and half that much damage with no additional effects on a succesful save.
