Chains of Caeceri

You summon a series of spectral chains that bind and incapacitate (as per the condition) a single target you can see. The target must make a Cha saving throw to resist the effect, and can make another saving throw at the beginning of its turn(s). If the target fails their saving throw, they take 2d10 + caster Cha bonus per round.
