You transform a normal rope into one made of thick, sticky web.
As a bonus action on every turn, you may use the web rope in order to move an extra 30 feet, using the rope to swing from one place to another. There doesn't have to be an object overhead, however if there is not one, the whip must be able to pull you in some way towards your desired goal (such as using the ground). If you do not use your bonus action for this, you may use a bonus action to make a ranged spell attack on a target. On a hit, the target must make a Strength saving throw against your spell save DC or they can be pulled 30 feet* towards you, or 10 feet* towards you with the added condition of being Restrained. At the beginning of every turn, they are allowed to make another Strength saving throw in order to break free of the web.
At Higher Levels. When you cast this spell using a spell slot of 3rd or higher, the range for the ranged spell attack, movement, and distance pulled increases by 10 feet*.
*If the target is closer to you than the amount of feet you pull them, they stop when they reach within 5 feet of you.
* - (a rope at least 60 ft long)
