You stomp your foot on the ground and raise your hands up and summon a cloud of ice above you. This cloud has a radius of 20 ft. it begins to rain down snow, hail, or ice for the duration of concentration or until you end the spell. When cast, you choose snow, hail, or ice which have one of the following effects:

Snow: You summon snow and it falls across the ground all around you. The snow piles up at the feet of any creature you choose within range. Each creature must make a strength saving throw. On a fail, they are grappled and restrained as the snow piles up on their arms and legs. 

Hail: You summon a hail storm that rains on creatures you choose within range. Those creatures must make a dexterity saving throw. On a fail, the creatures fall prone as the hail impacts them and knocks them over. A creature must make a strength saving throw at the start of their turn in order to get back up, DC is your spell save DC. On a fail, they remain prone.

Ice: You summon ice to fall from the cloud. The ice lays across the ground within range. The entire area within range becomes difficult terrain for all except you. The bottom your feet are covered in the same ice that allow you to walk normally across the ice. Additionally, attacks of opportunity made against you are at disadvantage while you are within the spell’s radius. 

Casted at a higher level: Once used at 6th level spell slot, the duration is 10 minutes and the radius is 25 ft. Once used at an 8th level spell slot, the duration is an hour and the radius is 30 ft
