A roaring vortex of driving snow and needle-like splinters of ice pelt a 10-foot-radius, 40-foot-high cylinder centered on a point within range. Until the spell ends, that cylinder is painfully cold and unprotected liquids may be frozen solid.
When a creature enters the spell's area for the first time on a turn or starts its turn there it must make a Constitution saving throw. It takes 2d8 cold damage on a failed save, or half as much damage on a successful one. On a failed save the target also suffers one level of exhaustion. Levels of exhaustion inflicted by Blizzard are temporary and dissipate at a rate of one per round after leaving the area of the spell.
A creature killed by this spell becomes a frozen statue until it thaws.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the damage increases by 1d8 for each slot level above 3rd.
The frostflower seed is consumed when the spell is cast.

Posted Jan 29, 2019V 1.1 Clarified the exhaustion language a little and increased the damage to 2d8 (1d8 scaling) to balance the inability to move the area of effect.
