You send out from yourself the very embodiment of your bonds, taking the form of chains, prayer paper, cloth or similar bindings to a higher order to tie down and punish those opposed to it.
On cast, make an Spell Attack roll against target creature within 30ft. On miss the bindings fizzle. On a successful hit, target creature takes 2d8 Force damage and must succeed a Dexterity Saving throw equal to the Spell Save DC of the caster or become Restrained and Grappled by the chains on a failed save. On a successful save, the bindings fail to grab hold around the target creature and the bindings fail to restrain or grapple the target.
As long as the bindings are still around the target creature, the caster is within 30ft of the target and concentration is not lost, on subsequent turns after the initial casting of the spell, the caster must deal 2d8 force damage to the restrained target again with an action or else the spell ends.
At the start of each of the targets turns, the target may take its action to perform either an Athletics check or Acrobatics check with a DC equal to the Spell Save DC of the caster to escape from the bindings and end the spell. A creature may take its action to free the target from its bindings. Creatures that are Huge or larger have advantage on checks to break the bindings.
