You focus your mind on one target in range and make a ranged spell attack against the target's spell save DC. If the ranged spell attack is greater than the target's spell save DC, you begin to consume the target's magic and replenish your own with it, starting with their lowest level spell slots (besides cantrips). If the ranged spell attack is lower than the target's spell save DC, the spell fails and the slot is wasted.

On every turn after the spell is cast, the target loses one spell slot, starting from first level and moving up through their available spell levels. You regain one spell slot for each lost by the target If all of their spell slots at every level are consumed, the target loses the ability to use magic permanently as all of their magic has been consumed. When this happens, the spell ends on its own.

At the end of each of their turns, the target must make a saving throw with their spellcasting ability. If they meet or beat the initial spell attack number, the spell ends and they stop losing spell slots, and, provided that all of their spell slots have not been consumed, are able to regain lost spell slots after a long rest and retain their ability to use magic.
