As an action, you can choose one creature that you can see within range and attempt to force them into their original form. A creature who has no other form or one who is in their true form is not affected. A creature who is not in their original form (such as a werewolf's hybrid form or a succubi's humanoid form) must succeed a wisdom saving throw or be forced into their natural form for the duration.
At higher levels: If casted at any spell slot level above 4th, you can choose which form that creature turns into. For example, you can choose to turn a werewolf from it's natural form into it's wolf form and vice versa.

Moonbeam already does most of this as a 2nd level spell. And Moonbeam still has an effect on non-shapeshifters.
right but it does damage and you can't choose the form of the creature however I do agree that it should probably be around 2nd or 1st level
