On contact with target the target must make a DC 14 constitution saving throw. If they roll a 1 and they are below 30 hp, freeze the target instantaneously. Deal 6d8 cold damage on a failed save and half as much on a successful one. If the target is a fire elemental than freeze the target regardless of roll.
