Wintertalon's Horrid Hailstorm

You create a heavy cloud that releases heavy rain and large hail in a 20-foot radius, 30-foot high cylinder. The rain causes the cylinder to be heavily obscured, as well as difficult terrain for the duration. Each creature in the area when the spell is cast makes a Constitution saving throw; a creature takes 3d10 cold damage on a failure, or half as much on a success.
