You call forth clockwork power from Mechanus to fill a 40-foot cube centered on a point within range, removing practically all possibility of chaos in the affected area. Whenever an effect that originates inside the cube would require a roll of dice, the average result of the roll is instead used, rounding down as normal. If an ability check, attack roll, or saving throw has advantage or disadvantage, add or subtract 5 (respectively) from the average. Any effect whose point of origin is outside the cube, even if it passes through or ends in the cube, is unaffected. Any effect whose point of origin is inside the cube, even if it leaves the cube, is fully affected by this spell.
For example, a wizard outside the cube casts fireball as a 3rd level spell and choses for the spell's point of origin to be 5 feet inside the cube. Because the spell originates inside the cube, it deals 28 fire damage instead of 8d6, including the area of the spell that is outside the cube's area.
