You touch one arrow, for the next hour the arrow casts a dim red light in a 60-foot radius that can only be seen in darkness. It seems to barely illuminate anything at all in dim light. In daylight light or above the affect is imperceptible. The arrow itself does not seem to be illuminated by this spell and becomes totally dark, an arrow shaped blackness. The light magically reflects in the eyes of all creatures back towards the caster. allowing them to better see the position of all creatures within the 60 feet of the arrow. giving the caster advantage on all perception checks to see creatures in this space.
with your action you can fire the arrow at a stationary position, it is recommended to send it to someplace that is around 30 feet up to maximize line of sight and to cover the total area. anyone other than you touching the arrow will cause the spell to end. so if you try to shoot an enemy with this arrow it will count as a normal attack and the arrow will stop emitting light when it hits. if it misses it will emit light from that location.
The spell ends if you cast it again or dismiss it as an action.
optional silly rules:
any insects or insectoid creatures within 60 feet of the arrow will perceive the arrow as being brightly lit and must make an intelligence saving throw and beat a 10 or spend their turn gazing at it and moving at half speed towards it. assume any non-sentient nocturnal flying insects will be drawn to it. very small animals or insects touching the arrow do not end the spell.
(authors note. i originally thought of this as a neat ranger cantrip before remembering that rangers don't get cantrips. but they totally should get cantrips but maybe just a few ranger specific cantrips like this which add neat effects to their arrows.so if it seems a little underpowered for a first level spell you could decide rangers do get some cantrips and maybe nerf the time down to an hour like the light spell this is based on)
