The target must make a Charisma saving throw, on a fail the spell causes the target to break into a fit of bizarre, uncontrollable babbling. The target is unable to verbally communicate nor use spells with a verbal component.
Creatures within 30 feet of the subject that can hear the target’s babbling must succeed at a Wisdom save at the start of their turn or become distracted for as long as the babbling persists. Distracted creatures have a disadvantage on attacks and saving throws.
Creatures with an Intelligence score of 2 or lower aren’t affected by this spell.
The babbling and distracted creatures can make a WIS saving throws at the end of each of its turns, ending the respective effect on a success.
