Breath of the Deep

By invoking the power of the waves and the wrath of Hydra and Dagon, you force your targets lungs to fill with water, practically drowning them. Upon a successful Constitution saving throw of 15 or higher, the target takes 2d8 damage. Upon failure, the target begins to drown. Each round, the target rolls to stop the drowning. For each level cast above second level, add an additional d8 of damage on successful saving throws.

This spell is not class-locked. Anybody with the means to learn and execute the components can use this spell. Common folks learn this spell for personal and impersonal gain, depending on the casters alignment.
