Balasar's Lightning Chain

A line of blue lightning flies out to a surface or creature within range, pulling you to the surface or a creature to you. If the target is a surface, move up to 30 feet towards the surface (You must end closer to the surface then you started), then you can move 30 feet in a similar direction. While moving this way, enemies have disadvantage on opportunity attacks. If the target is a creature, make a ranged spell attack against that creature. On a hit, the target takes 3d10 lightning damage and the target must succeed on a strength saving throw or be pulled up to 30 feet closer to you.

At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher, the initial damage increases by 1d10 for each slot level above 2nd and the range and movement all increase by 5.
