You form an enchanted tomb of ice around a creature you can see within range. The target must succeed on a DEX save or become entombed within the ice. A huge creature has advantage on this save and a gargantuan creature succeeds automatically.
A target can willingly fail this save and you can target yourselves.
While sealed within this ice a creature is immune to all damage, its speed becomes 0 and it is fully restrained. It is impossible to cast a spell using verbal or somatic components from within the ice. However it is possible to use a channel divinity provided you are holding your holy symbol.
When the tomb is created it has 150hp and AC10. It is vulnerable to both fire and thunder damage. The magic woven into the ice prevents travel to and from the ethereal plane. If the tomb is reduced to 0hp the spell ends. This spell can't be dispelled by dispel magic, but is instantly destroyed by the [spell]disintegrate[spell] spell.
At higher levels: The ice tomb gains 100hp for every spell slot above 4th.
If cast using a 9th level spell slot this spell gains the following properties:
Huge creatures no longer make their saving throw with advantage. Gargantuan creatures no longer succeed automatically although they do make their save with advantage.
If you maintain concentration for the duration the ice will become permanent, sealing the creature inside for 100 years or until the tomb is reduced to 0hp or targeted with the disintegrate spell.
