I'm assuming this is meant to work the same way as time stop, as in you basically get one extra turn after this one. The issue with this spell is that it is not only way to low of level but a cantrip. This means you can cast another instance of Za Warudo during that turn which you can repeat forever to get whereever you want with a totally frozen world since you can move in the same turn as casting the spell. Additionally since this is a cantrip, unless I am misunderstanding the rules, you can cast a bonus action spell like healing word to heal for as much as your spell slots allow in one turn. There are probably a million shenanigans you can do with this even if it was at like a 4th level spell. The reason the only time stopping spell is 9th level is because being able to get extra turns absolutely destroys the action economy.
