You speak to a creature that can cast at least one spell that you have seen them use before. The target must succeed in a WIS saving throw or cast that spell at it's base level. If the target fails, you can choose where it casts it based on the spell's range type and distance. The spell you want the target to cast must be 3rd level or lower. During the target's next turn, it must cast the spell you designate. Alternatively, if the spell requires a reaction to use it, the target can't use a reaction unless you command it to cast the spell using your reaction. If you want the target to ready a spell, it must use its action to do so and you designate the trigger.
If the target doesn't have a spell slot to cast the spell or has used it's limited usage, the spell doesn't take effect.
If the spell requires verbal or somatic components, either you or the target can perform them. If you and the target can't perform them, the spell doesn't take effect. If you can perform one, and the target can perform the other, the spell will be successfully casted.
If the spell requires material components, either you can provide it, or make the target use its own. If you or the target doesn't have the material components, the spell doesn't take effect. If you and the target collectively have all material components to cast the spell, the spell will be successfully casted.
At Higher Levels. When you cast this spell at 4th level or higher, you can designate a spell a level higher for each spell slot above 3rd.
