Icy Trap

Summons an Icy Circle under the enemy. Takes one round to prepare. Once prepared, blasts the enemy with sheer cold (3d20 cold damage). To try to save themselves, the enemy must make a dexterity saving throw with a d20. If they get a 14 or higher, they take half as much damage.
