You touch the throat of a creature. If the target is unwilling it must succeed on a Constitution saving throw to resist this spell's effects, and as an action on their turn they may choose to repeat this save to try and dispel the effects.
For the duration, the target cannot breath but also does not need to. The target cannot speak verbally and any attempt to do so just results in an incomprehensible gasp. The target becomes immune to any negative effects of suffocation, drowning, or poisonous gasses. And the target loses their sense of smell.
The caster of this spell can choose to touch the target's throat again to instantly dispel the effects.
If the target already does not need to breath this spell has no effect.
