Annoying Cloud

This spell summons a small rain cloud atop the target. The cloud follows the target for the duration, moving so as to be able to rain upon it unimpeded. The rain prevents the lighting of non magical fires by the target and puts out any flame the size of a match or smaller.  DEX save to avoid initially. A wind of 10 mph or greater ends the spell.
