Cloudburst

You create a 40-foot cylinder of cold, heavy rainfall centered on a point within range. The cylinder spreads around corners, and its area is lightly obscured. Ranged attacks entering or passing through the area are at disadvantage. The rain will extinguish any non-magical flame in the area. It lasts for the duration, or the spellcaster can end the effect on their turn at will.

At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, the radius of the rain increases by 20 feet for each slot level above 1st.
