Arcane Link

At the start of an ally's turn that goes before you in initiative and is within 45 ft. as a reaction you reach out your arcane abilities and link it to them. Giving them access to your spells and spell slots for that turn. But on your turn all you can do is move 1/3 your movement speed, due to linking your arcane ability to them causing a large amount of energy. 
You cannot use this spell if the target is being mind controlled, if they are under the charmed condition, if they are under the frightened condition, or if you have already casted this spell the round before.
