Charley's Phantom Horse

You point at a humanoid target and they are forced to make a CON saving throw. On a fail, after 1d4+1 turns, the target suffers from a Charley Horse and falls prone with their speed reduced to 0 until they use an action to roll around, which causes the cramp to fade.
