Water Bobble

You create a bobble of massive water in front of you that is thrown straight hitting the first possible target. The target take 3d10 of force damage and get wet until his next round. Until the wet condition is gone he became vunerable to Lightning damage, unless the creature have resistance or immunity for this type of damage.
