You take your magic and invert it, casting it out in a bolt of weaponized anti-magic. You target a creature capable of casting spells that you can see. The creature makes a Charisma saving throw. On a failure you force it to expend one of its 4th level spell slots. If it does not have spell slots up to 4th level it expends one of its next highest available spell slots below 4th. It takes 2d8+4 Psychic damage per spell level that is expended in this manner. On a success it does not expend a spell slot.
Spellbreaker. Regardless of whether it succeeds or fails the save, it is unable to cast spells until the end of its next turn.
Zero-Sum. This spell does not affect spell-like effects such as psychic powers created by mindflayers or natural magics cast at will by supremely magical creatures such as dragons. This spell is not subject to a Counterspell, Dispel Magic or any antimagic effects such as Antimagic Fields or the main eye cone of a Beholder.
At Higher Levels. For every slot above 5th level that you use to cast this spell, the affected spell slot is raised by one level from 4th.
