Make a melee touch attack against an opponent forcing magical water down their throat into their lungs. The animated water squeezes the lungs and the subject begins drowning at a rate of 10 time the normal drowning rate (1+target’s constitution modifier rounds.) The target makes a constitution saving throw once per turn. This effect lasts as long as its caster maintains concentration, a successful saving throw is made, or if the target dies.
