This is a really fun spell! If you're open to it, I'd recommend some changes to balance it.

First is just a point of clarification on who decides what item or creature pops out. Typically, it's the DM, which I assume is the case here, but writing it out in the spell would immediately clear that up.

Second is limiting the conjuration of a random creature to a max size of Tiny and a max CR of 1/4. As it stands, it's a pretty powerful ability for a cantrip to pull out a random Gazer, and it doesn't really make sense to be able to pull out a full-sized kobold from a tiny hat. Also consider placing a max cost limit on the random nonmagical item, since you could potentially pull out a diamond worth thousands of gp.

Regardless, I love the flavor, and I'll definitely be using this is in the campaign I'm running, maybe with a traveling performing magician.

Finally a spell that has the best uses

At first I thought this would be a Prestidigitation copy, but this is not. Well done!

You could summon enough riding horses for your entire party, because riding horses are 1/4 CR.

Was gonna put OP as a joke, but this can make infinite money and unlimited goblins, kobolds, and other little critters, so a viable strategy is just spamming this spell, and praying to rngesus whoever youre attacking gets hit by a random rock from the hat or punched by an upset kobold.
