The basic use of this spell is to duplicate any other spell of 8th level or lower. You don't need to meet any requirements in that spell, including costly components. The spell simply takes effect.
However, due to this magic's creator this spell is still highly unstable and will always cause some kind of backlash within the weave itself. When casting 'Bill's Weave Warping Wild Surge' roll 2d100's and create magical effects based off the 'Wild Magic Surge' Table.
