You take control of the weather within a 5 ft cube above a creature that you can see within range to create a tiny storm cloud. The cloud produces torrential rain, and follows the creature wherever it goes. The target creature suffers the following effects:

1) A disadvantage on concentration saving throws.

2) The target is considered to be moving in difficult terrain from the rain water.

3) There is a 20% at the start of the target's turn that it is struck by lightning for 8d6 lighting damage.

4) There is a 20% that any creature that ends its turn within 5 ft of the target creature is struck by lightning for 8D6 lightning damage.
