Balthazar's Gunmetal Mental Anguish

Make a ranged spell attack against a target you can see within range. A Echo of the Gunmetal sorcerers voice can be heard rambling, target takes 3D8 Fire damage and must make a wisdom save against your spell save DC or fall prone in pain. They appear to be clutching their head as if suffering from intense mental anguish.  Target may repeat the save at the end of their turn to end the effect early. Targets are immune to this spell if they cant hear or are suffering from the deafness status condition. Also Creatures of INT 4 or Less are unaffected.
