You point at a creature you can see within range and a wad of organic web shoots out from your wrist or fingertips (your choice).

Choose one of the following effects and make a ranged spell attack. Creatures of Huge or Gargantuan size are unaffected by these effects. An affected creature can use an action to rip off the webbing. A target whose level or Challenge Rating is 1 or higher can also remove the webbing as a Bonus Action.

Blind. On a hit, the target's eyes are covered with webbing, and the creature is Blinded until the end of its next turn. A creature that doesn't rely on eyes to see isn't blinded. 

Mute. On a hit, the target's mouth is covered with webbing until the end of its next turn. An affected target can only speak falteringly and can't cast spells that require Vocal components. A creature that has no visible mouth (or multiple mouths) isn't silenced by the webbing.

Obstruct. On a hit, you encase the target's legs or lower body in webbing, reducing the creature's Speed by 10 until the end of its next turn.

Pin. On a hit, you pin one of the creature's appendages (hand, foot, tail) against a solid vertical object such as a wall or a tree trunk. The target must be standing within 5 feet of an appropriate surface (DM's adjudication). The target is deprived of the use of that appendage and Grappled until the end of its next turn.

When the spell end, the conjured webbing disappears.

Cantrip Upgrade. The minimum level or Challenge Rating required to remove the webbing as a Bonus Action increases by 1 when you reach 5th level (CR 2), 11th level (CR 3), and 17th level (CR 4). When you reach 11th level, the range increases to 60 feet.
