A sudden blast of cold air shoots out from your hand in a 60 ft. cone. Each creature caught in the blast has its movement speed reduced by 10 ft. until the start of your next turn and must make a Constitution saving throw. On a failed save, a creature takes 4d4 cold damage and is restrained by a sheet of magical ice. On a successful saving throw, a creature is not restrained and takes half the cold damage. While a creature is restrained by the magical ice, it may use its action to make a Strength saving throw to shatter the ice covering it. The ice can also be shattered by taking any amount of thunder damage. When the ice is shattered, it erupts into flames. A creature that was restrained by the ice takes 4d4 fire damage when it shatters.
At Higher Levels. When casting this spell using a spell slot of 4th level or higher, the fire and cold damage both increase by 1d4 for each slot level above 3rd.
