A chilling mist envelopes a single target within range, the target must make a DC 18 constitution saving throw. On a success the target's movement speed is reduced by half and they can only make either an action or a bonus action. On a failure the target suffers all previous affects as well as suffering a - 2 penalty to its AC. The affects of the spell last until the target succeeds a DC 18 constitution check, the caster's concentration is broken, or one minute passes.
