A 15-foot-radius, 30-foot tall cylinder of storming rain and waves appears centered on a point you can see within range. The storm's area is difficult terrain. It lasts for the duration.
A creature that enters the storm's area for the first time on a turn or starts its turn there, must make a Dexterity saving throw. On a failed save, a creature takes 4d10 bludgeoning damage and is pushed up to 10 feet horizontally in a direction you choose. On a successful save, the target takes half as much damage and isn't pushed.
When you cast the spell, you can choose one creature within the storm's area that is directly above or below the point of origin. The storm moves with that creature, keeping it directly above or below the point of origin. The storm stops moving if that creature ever leaves the storm's area—for example, by teleporting outside of it or flying above it.
At Higher Levels. When you cast this spell using a spell slot of 6th level or higher, the damage increases by 1d10 for each slot level above 5th.
